Policy instability made the people of Webuye  loose Pan Paper. Pan paper was a source of employment, income and most of all a center of livelihood that served the people of Kenya. Shutting down of the industry marked the beginning of darkness in Webuye. It led to increased crime rate, loss of business fortunes, and closure of some institutions sponsored by the industry like Pan Paper high school and Pan Paper Primary. Poor Sanitation and poor infrastructure is now the new defination of Webuye. Investing in the town has now become as useless as the letter ' K' in the word  k nowledge.   In the 90s, we had pan paper FC that kept the youths in the larger Bungoma district busy. The football club was a good source of inspiration for guys like Dan Ndekerere, head coach, Sunderland AFC Keroche, Paul Mungai – now playing for  Tanzania giants Simba  SC among others.
